Ernest B. Chambers Jr.

Mr. Chambers is an experienced risk management and intelligence professional with particular expertise leading risk management programs and initiatives in both the public and private sectors. With more than 25 years of diverse expertise, Ernest’s portfolio of work covers the panoply of associated risk management and intelligence disciplines. He has held key advisory positions influencing law enforcement investigative, security, financial services, national security intelligence, and critical infrastructure protection. He provided leadership in support of the multi-directional information sharing effort of the Homeland Security Intelligence Enterprise (HSIE) and provided superior leadership in managing a plethora of projects and programs germane to the homeland security enterprise. Possessing a “practitioner’s” perspective, coupled with an extensive operational background, Ernest has become a “go-to” asset for senior leaders across the interagency who rely upon his sage advice and unique strategic and operational perspective. Most recently, Ernest serves as an agency-wide technical expert on information systems examination activities related to the credit union critical infrastructure space. There he develops policies and procedures for implementation and monitors the critical infrastructure information systems examination and operational risk management program. At the National Credit Union Administration, he is responsible for resolving complex issues related to information systems auditing, electronic financial services and advances in fintech (financial technology).

Prior to joining the regulator for all federally insured credit unions, he served in a similar capacity at the US Treasury's Office of the Comptroller of the Currency (OCC). As a bank examiner and senior advisor to the Deputy Controller for Operational Risk, he addressed evolving cybersecurity threats to national banks and federal savings associations, while both planning and executing complex intelligence and cybersecurity activities affecting banking and financial critical infrastructure. Ernest possesses an advanced in-depth knowledge of bank examination rules, regulations, policies, and procedures regarding Bank Information Technology program requirements and impact to critical infrastructure systems.

A veteran of the USAF, he served three consecutive tours in the Iraqi Theatre of Operations as a senior advisor to the Project Contracting Office (PCO) where he assisted in the conceptualization and implementation of an information exchange network, coined "Reconstruction Operation Centers‐ROCs." Mr. Chambers is a graduate and senior fellow of the DHS Partnership for Public Engagement’s Executive Leadership Program. His awards include the NCTC Director’s Award, as well as the ODNI’s Exceptional Performance Award, and National Intelligence Exceptional Achievement Medal.
